3月6日,正在北京出席十四届全国人大四次会议的自治区主席、广西代表团副团长韦韬,接受越南人民报、越南通讯社、越南之声广播电台、越南电视台联合采访,就深化桂越交流合作,积极推进基础设施“硬联通”、经贸投资“软联通”、人文交流“心联通”和人工智能发展等回答记者提问。
韦韬向越南媒体朋友详细介绍广西经济社会发展情况。他说,广西是中国唯一与越南陆海相连的省区,区位优势明显,物产丰饶、资源丰富,产业基础扎实、生态优势突出。近年来,在两党两国领导人战略引领下,广西与越南务实推进基础设施互联互通、经贸投资等领域交流合作,取得积极进展。越南已连续27年保持广西第一大贸易国地位,2025年双方进出口额首次突破3000亿元人民币。广西与越南合作空间巨大、前景广阔,将从地方层面贯彻落实两党两国领导人达成的重要共识,聚焦中越关系“六个更”总体目标,积极推进桂越基础设施“硬联通”、经贸投资“软联通”、人文交流“心联通”,更好服从服务于构建具有战略意义的中越命运共同体。
韦韬说,近年来广西积极推动基础设施互联互通,目前有2条铁路直达中越边境,规划建设13条通往边境口岸的高速公路已有10条建成、3条在建,北部湾港和越南开通35条集装箱航线,友谊关等智慧口岸建设成效显著。随着越南同登—河内、芒街—下龙—海防2条标准轨铁路等基础设施项目加快建设,桂越互联互通水平将更加提升,双方经贸往来和产业合作更有保障。
韦韬对越南媒体广泛关注的平陆运河建设情况作出详细解答。他说,作为新中国成立以来建设的第一条连通江海大运河,平陆运河工程建设已进入最后冲刺阶段,争取在今年9月中国—东盟博览会期间建成通航。运河通航后,将成为广西和西南地区通往东盟运距最短、最经济、最便捷的国际水运大通道,为探索开通南宁直达东盟港口国际航线提供有利条件。他诚挚邀请媒体朋友到平陆运河采访,实地感受这条运河带来的澎湃动能。
韦韬说,广西将在与越南经贸投资“软联通”上继续下功夫,进一步加强跨境电商、跨境金融、跨境物流等领域合作,聚焦汽车、原材料、机械装备、电子信息、轻工业等领域,共同打造安全稳定的跨境产供链,与越南广宁省共同探索中越跨境经济合作区模式试点。在人文交流“心联通”上继续下功夫,赓续中越“同志加兄弟”的深厚情谊,落实今年广西与越南五省市党委书记新春会晤成果,加强双方各层级友好交流,进一步密切文旅合作、民间交往,让友谊之花在民间常开长盛。
韦韬说,2025年以来,广西抢先布局人工智能发展,获批建设中国—东盟国家人工智能应用合作中心,与越南、老挝、马来西亚、缅甸等东盟国家签署44项人工智能合作协议,走出一条“北上广研发+广西集成+东盟应用”的发展路径。广西愿同越南共同健全机制平台,深化人才培养合作,共同开发建设越南语基础大模型,联合开展行业模型研发工作,开展应用场景试点示范,以场景落地赋能产业转型升级,携手拥抱人工智能时代。
Wei Tao interviewed by Vietnamese media in Beijing
On March 6, Wei Tao, Chairman of the Guangxi Zhuang Autonomous Region and Deputy Head of the Guangxi Delegation, who is attending the Fourth Session of the 14th National People’s Congress in Beijing, gave a joint interview to Nhan Dan Newspaper, Vietnam News Agency, Voice of Vietnam, and Vietnam Television. He answered reporters’ questions on deepening exchanges and cooperation between Guangxi and Vietnam, actively promoting “hard connectivity” of infrastructure, “soft connectivity” of economy, trade and investment, “heart-to-heart connectivity” of people-to-people exchanges, and the development of artificial intelligence.
Wei Tao gave a detailed introduction to the economic and social development of Guangxi to Vietnamese media friends. He said that Guangxi is China’s only provincial-level region connected to Vietnam by both land and sea, boasting prominent geographical advantages, abundant products and resources, a solid industrial foundation, and outstanding ecological advantages. In recent years, under the strategic guidance of the leaders of the two parties and two countries, Guangxi and Vietnam have pragmatically promoted exchanges and cooperation in infrastructure connectivity, economy, trade and investment, and other fields, achieving positive progress. Vietnam has remained Guangxi’s largest trading partner for 27 consecutive years, with the bilateral import and export volume exceeding 300 billion yuan for the first time in 2025. There are huge space and broad prospects for cooperation between Guangxi and Vietnam. From the local level, Guangxi will implement the important consensus reached by the leaders of the two parties and two countries, focus on the overall goal of “six more” in China-Vietnam relations, actively promote “hard connectivity” of infrastructure, “soft connectivity” of economy, trade and investment, and “heart-to-heart connectivity” of people-to-people exchanges between Guangxi and Vietnam, so as to better serve the building of a China-Vietnam community with a shared future of strategic significance.
Wei Tao said that in recent years, Guangxi has actively promoted infrastructure connectivity. Currently, there are two railways directly reaching the China-Vietnam border. Of the 13 expressways planned to be built to border ports, 10 have been completed and 3 are under construction. The Beibu Gulf Port has opened 35 container shipping routes with Vietnam, and the construction of smart ports such as Youyi Guan has achieved remarkable results. With the accelerated construction of infrastructure projects such as the two standard-gauge railways from Dong Dang to Hanoi and Mong Cai to Ha Long to Hai Phong in Vietnam, the level of connectivity between Guangxi and Vietnam will be further enhanced, providing stronger guarantees for bilateral economic and trade exchanges and industrial cooperation.
Wei Tao gave a detailed answer to the construction of the Pinglu Canal, which has received extensive attention from Vietnamese media. He said that as the first grand canal connecting rivers and seas built since the founding of the People’s Republic of China, the Pinglu Canal project has entered the final sprint stage, and it is planned to be completed and opened to navigation during the China-ASEAN Expo in September this year. After its opening, the canal will become the shortest, most economical and most convenient international water transport corridor for Guangxi and southwest China to reach ASEAN, providing favorable conditions for exploring the opening of international direct shipping routes from Nanning to ASEAN ports. He sincerely invited media friends to visit the Pinglu Canal and experience firsthand the surging momentum brought by this canal.
Wei Tao said that Guangxi will continue to make efforts in “soft connectivity” of economy, trade and investment with Vietnam, further strengthening cooperation in cross-border e-commerce, cross-border finance, cross-border logistics and other fields. Focusing on sectors such as automobiles, raw materials, machinery and equipment, electronic information, and light industry, the two sides will jointly build a safe and stable cross-border industrial and supply chain, and explore pilot models of China-Vietnam cross-border economic cooperation zones with Quang Ninh Province of Vietnam. In terms of “heart-to-heart connectivity” of people-to-people exchanges, Guangxi will continue to carry forward the profound friendship of “comrades plus brothers” between China and Vietnam, implement the outcomes of the Spring Festival meeting between the Party secretaries of Guangxi and five provinces and cities in Vietnam this year, strengthen friendly exchanges at all levels, and further enhance cultural and tourism cooperation and people-to-people exchanges, so that the flower of friendship will always bloom and thrive among the people.
Wei Tao said that since 2025, Guangxi has taken the lead in laying out the development of artificial intelligence. It has been approved to build the China-ASEAN Artificial Intelligence Application Cooperation Center, and signed 44 artificial intelligence cooperation agreements with ASEAN countries including Vietnam, Laos, Malaysia and Myanmar, blazing a development path of “R&D in Beijing, Shanghai and Guangzhou + Integration in Guangxi + Application in ASEAN”. Guangxi is willing to work with Vietnam to improve mechanisms and platforms, deepen talent cultivation cooperation, jointly develop and build a Vietnamese-language foundational large model, jointly conduct R&D of industry-specific models, carry out pilot demonstrations of application scenarios, empower industrial transformation and upgrading through scenario implementation, and embrace the era of artificial intelligence hand in hand.
